1. First change the table's permissions to "Anyone on the web" → "Can View" in the portal.
2. Provide the table's Synapse ID to a Synapse engineering administrator, who connects to the Sage VPN, then follows this link to the Jenkins job: http://build-system-ops.prod.sagebase.org:8080/job/Enable%20anonymous%20download/ and logs in to the server.
