We will provide an administrative override, allowing the challenge administrator to cause accept a submission to be scored even if it exceeds the weekly limit. One way to do this is to add as a private annotation to the submission a secret key which the scoring application looks for when doing the quota checkThe process changes the submission status (for a submission already scored) from INVALID to SCORED, annotates the submission status with the reasonf for the overrider, and sends the Submission acceptance email.
