This looks very familiar but I am not certain. Older versions of python have an out of date version of the SSL library that causes trouble. I thought it was just warnings (not errors though). Unfortunately I am on a cell and it is hard to use jira to find the related issue.

He is located in a hospital medical center.

We have seen this happen (with the R client) for some collaborators that have certain corporate network configurations. See , https://www.synapse.org/#!Synapse:syn6187098/discussion/threadId=2244 Is this collaborator at, say, a large pharmaceutical corporation? and has this error previously arisen for the Python client and, if so, is there a known solution?
