Add the equivalent test to SYNR-938 (storage locations)

The backend automatically defaults to synapse's S3 when a storageLocationId is not specified.
There is no additional logic that needs to be done in the python client (if it cant find the storageLocationId for a project/folder, it simply won't specify it during upload), so there really is no need for a python integration test. An test in the synapse backend should have already covered it.

Correct handling of projects with no configured store locations.
