setAnnotations has different behavior in Python and R client

Description

In R, if I call synSetAnnotations I have to subsequently call synStore. In Python, this is not the case - syn.setAnnotations immediately sets annotations and stores them. This functionality should be made consistent across clients. Since I've been working in R more, I prefer manually pushing the annotations in a separate step but could be convinced otherwise.

The Python and R clients will now do the same thing in this area; whether or not it is the RIGHT thing is a different issue. please make a new ticket if this is still needed and describe the behavior you'd like changed.
