Batch file download using 'Add to Download List' web UI results in an error

Description

We have a collaborator who is attempting to download a number of files via Synapse web UI using the 'Add to Download List' method, but she encountered the error below (which I was able to reproduce).

She is able to download files individually using 'Download File', just not the 'Add to Download List' method.

The file + project in screenshot above are
File ID: syn24216550
Project ID: syn20834712

However, the behavior is the same across various files in other projects.

Since we are currently working on a new version of the Download List, I recommend we do not try to fix this in the current implementation, but make sure this is more clear in the next iteration of the feature.

To that end, has opened a few stories, and I expect these two to be available to the clients when the new API is initially released:

Quick note: The file in the description is File ID: syn24216550 has FileHandleId=71487905 and its metadataType='GOOGLE_CLOUD'.

That sounds right , I don’t see this file listing represented in the designs - we probably need to guide users, give them options on how to download these files that are outside of Synapse.

I believe we landed on if the file is something that can get directly downloaded it would go into Available for Download but if the user had to do something externally it would land in Actions Required. My memory is a little hazy but I believe that’s what we decided on.
