Invite user via email is weirdly case-sensitive for emails and logins when the rest of our platform is not

Description

I have a Synapse account for heymeredith@gmail.com. invited me via email using a different casing: HEYmeredith@gmail.com. I successfully received the invitation to my email account and when prompted to login, used my existing heymeredith@gmail.com account. The invitation was NOT routed to my account, likely because we are not matching on case-insensitive emails here. We should be.
