Update UI for CSBC/PS-ON homepage modules


There have been several changes to the layout and text for the portal homepage, relative to what's currently in staging. You can view the latest mocks here: https://www.figma.com/file/sMQwJkFzEwhzPwCDpcksEQ/Portal-Home-Page?node-id=1215%3A23037

In particular, we've added cards to describe the grant programs at the top of the overview module (per NCI's request):

...gotten rid of the text underneath the rings for "Consortia Goals -> Activity"

...and rearranged / updated the text for "Portal Goals"

I mostly need help with any changes that require messing with layout or adding new components. For updates that are purely text-based, I can create a separate PR.

And of course I just accidentally deleted the CSBC wiki. Can you wire the card up to a different wiki? Thanks!

Fixed on staging, I removed one of the cards and updated the logos on the bottom.

for reference, you can update the following text on the portal -

'The NCI-funded Cancer Systems Biology Consortium (CSBC) and....' with this wiki

And you can repurpose the card that has this text:

'CSBC The CSBC initiative supports research that investigates the challenges of complexity in basic a....'

to become card in the mock with

'THE DEVELOPERS This portal was developed by...'

by modifying this wiki

Hey Michael — I forgot to mention this in the description, but one other change in the design is at the very bottom of the page with the "about" cards.
