Upon revocation send notification

Description

When an access approval is revoked a notification should be sent out. Note that revoking an access approval might not lead to a revocation of access since another valid approval might exist that still allow the user access, in this case a notification should not be sent.

This will be deployed on staging next week (stack-321). The feature will remain disabled in prod even after release and until we get a green light to enable the automatic process but we will be able to test it in staging next week enabling it on demand.

We tested that you get an email upon revocation and you do. We also tested that if you get another revocation within 7 days of the first, that you do not get an email (to avoid spamming the user). That also worked as expected. We still need to test several aspects of the revocation notification as outlined in Marco’s Testing Plan.
